Eng. Hafeezullah Zazai
Executive Director
He received his diploma in Civil Engineering from Nangarhar University in 2004 with a passing grade. After that, he also served as a lecturer on the subject of concrete at the same university. He has worked for the UN, the US Army Corps in Afghanistan, PRTs, USAID, the Public Works Directorate of the Ministry of Public Works of Afghanistan, and finally, he has served as the Executive Director of the aforementioned NGO.
He successfully defended his Master’s degree in Administration and Management from Preston, Peshawar, in 2015 with the highest honors.

Javidah Rasikh
Executive directorate
Miss Javidah Rasikh has been appointed as the Executive Directorate Secretary. She graduated from Ganjina Binyamin High School and earned a diploma from the Nangarhar Faculty of Journalism in 2018. With over seven years of experience at SCAEO, she has served in various key roles, demonstrating strong dedication and professionalism in her career.
Waheedullah Weqar
Finance and Accountant Coordinator

Eid Badshah is a graduate of the Faculty of Economics at Kabul University and also works as a lecturer at the same university. In addition to implementing projects, reporting, and preparing presentations, he is very patient and has a good attitude.

Bibi Taiba Hashimi
HR Coordinator
Taiba Hashami holds two bachelor’s degrees, one in civil engineering and the other in science and technology.
She has six years of experience as an HR Manager with Save the Children and she has been working as a Head of HR with SCAEO since 2018.
She has very high skills in computer and English.
Mojib Rahman Hotak
Fund Raising Proposal Management Coordinator
Mujeeb-ur-Rahman Hotak is a well-known writer in Afghanistan and Pakistan. He has translated many Pashto books into Dari, English, and Urdu, and also has translations from Pashto into English, Urdu, and Dari. Most of the time, the press publishes articles and research.
He holds a bachelor’s degree in diplomacy and administration from Kabul University and a master’s degree in international relations from Kardan University.
Mr. Hotak has four years of experience as the head of the Orphanage Department with the Ministry of Labor and Social Affairs during the republican era. Also, for six years as a proposal writer with the Afghan Women’s Social Change Organization, dozens of proposals have been accepted.
Fortunately, since 2019, he has been working as a lead proposal writer with SCAEO.
Eng Najeebullah Rahil
Administrative Manager
Mr. Master Engineer Najibullah Rahil is a prominent academic figure in Afghanistan. He has worked with the United Nations peacekeeping forces since 2004 as a Pashto interpreter, then as a Safety Manager, Human Resources Director, writer, and researcher.
He also has a ten-year work experience in administration and operations at large manufacturing plants in the United States. In the process, he also obtained United States citizenship.
Mr. Najibullah has been working with SCAEO with high privileges since 2020.
Saeed Shah
Operation Manager
Mr.Saeed Shah holds a Master’s degree in Project Management from the renowned Princeton University, Islamabad. He has 15 years of experience in project implementation, operational, computer and language skills.
With his high level of skills and techniques, he has implemented many projects with OHD over the years, due to which the said organization is now recognized as a well-known organization in Afghanistan.
He has been working with SCAEO with utmost honesty and love since 2018
Shugofa Sultani
HR Generalist
Shagofa Sultani is an international English language and legal expert with eight years of experience working in HR and recruitment with USAID.She currently works with UNDP as a human rights advocate, especially for women and children she holds a diploma with honors in international relations and diplomacy from the University of Karachi.
In addition to her HR duties, Shagofa Sultani organizes meetings and represents all funding agencies for SCAEO NGO. She is also considered an expert on sexual harassment of women and SCAEO is proud to have provided the highest standard of HR services since 2020. he PSEA section.
Ghulam Saeed
Recruitment Officer
Respected Ghulam saeed is also a talented writer and poet at the national level. He has a master’s degree in English language along with Pashto literature. His work as announcer at large gatherings is a great achievement.
During the previous republican regime, he was the deputy head of the recruitment department a However, SCAEO NGO is proud to say that since 2021, it has been responsible for recruitment and has put the aforementioned department on its feet.t the presidential palace.
Attaullah Fazli
Finance Manager
Mr. Fazli has graduated from the Faculty of Economics of Nangarhar University in 1998. He later joined the high ranks of senior lecturers at the same faculty. He was appointed as the President’s Advisor on Economic Affairs, Deputy Governor of Paktika Province, and finally Governor of Paktika and Uruzgan Provinces. During his tenure, the then president presented such excellent plans to serve the people of Paktika and Uruzgan that they are unparalleled.
He joined SCAEO since 2019.
Javed Nekmal
Accountant Manager
Javed Nikmal spent most of his life in Khyber Pakhtunkhwa. The people of Khyber Pakhtunkhwa are more educated because they have more opportunities for education.
If Javed Nikmal were to be examined in terms of new technologies, strong eloquence, accountability, and transparency, in addition to his economic knowledge, he would be truly amazed.

Mohamam Iqbal Zadran
Proposal Team Management leader
Mohammad Iqbal Zadran is a relatively elderly figure, so during his time of exile, he remained the head of an academic institution that has produced thousands of scholars. Most of them were governors and cabinet ministers in the previous republican system.
He is the best writer and poet who also write poetry in the English language.
During his tenure at the UN, he reviewed thousands of proposals, most of which were approved after the approval of Mohammad Iqbal Zadran.
Engineer Abdul Basir Haqmal

Gul Rahman Rahmatzai
Security Manager

Mohammad Jebran Mudaser
Legal Advisor
Mr. Jebran Mudaser is different from other employees. He has a bachelor’s and master’s degree in two professions, and is now a candidate for a doctorate.

Azizullah Zazai
Transport Manager

IT Manager
Mohammad Yousuf Faqeerzoi holds a degree in Science and Technology from the University of Peshawar. In addition to his proficiency in the English language, he has learned the latest and most up-to-date software programs. In addition to teaching at Jahan University, he also works since2019 with the SCAEO NGO.

He has 20 years of experience as the Director of Public Relations for the Ministry of Interior of the Government of the Republic of Afghanistan. He has been serving as the Public Relations Manager of SCAEO since 2021.

Dr. Ezatullah Nemati is a graduate of Kabul University’s Faculty of Medicine. He has a long history in the health sector at IRC and other organizations. He is the head of the health department at SCAEO

Abdul Rahman Rahmani

Engineer Rafiq has extensive experience in project management for foreign donor countries since 2005. He has a long history as a lead proposal writer with IRD. He has extensive experience in technical aspects of projects and excellent communication skills.
